Casino and sports betting: the GCGRA announcement

The General Commercial Gaming Regulatory Authority (GCGRA) has published the licensing procedures for future gaming operators. Industry professionals now know how to go about obtaining the precious sesame, which will enable them to operate legally in the new gambling and casino industry in the United Arab Emirates. 

What is the GCGRA?

Established by federal law by decree and headquartered in Abu Dhabi, the GCGRA is the executive authority with exclusive jurisdiction to regulate, license and supervise all commercial gaming activities and facilities in the United Arab Emirates. This federal body reports directly to the Government of Abu Dhabi, and therefore exercises its authority in all seven emirates.

What types of gambling are authorized?

The GCGRA has clearly indicated the list of authorized gambling games:

  • Sports betting
  • Horse betting
  • Slot machines
  • Table games (roulette, craps, black jack, baccarat, etc.)
  • Poker
  • Internet gambling
  • Lottery

A full range of gambling products will be available in the Emirates, under the supervision of the authorities. The offer will be similar to what you can find in Las Vegas.

Where can you bet and play at the casino?

From the license application form, it seems that applications can be made for all emirates. What is certain is that it will be possible to play on the Internet everywhere, on platforms holding the official GCGRA license. As for casinos, we already know that Ras Al Khaimah will be home to the Wynn at Marjan Island. There are also plans for casinos in Dubai, and possibly in other emirates. We'll know more soon. Horse racing is also very popular in Dubai, and the introduction of short-term horse betting directly from the racecourses could be implemented quickly and easily.
